Who We Are.

AfriMali Insight is a social enterprise and execution partner working in Africa’s natural resource economies We support funders, research institutions, and private-sector partners to translate natural resource governance, policy, and research into accountable, on-the-ground outcomes — particularly in artisanal and small-scale mining (ASM) and resource-linked development contexts.

Registered under Tanzania’s Companies Act (CAP. 212), AfriMali Insight operates at the intersection of policy, evidence, and delivery. Our work is grounded in research, shaped by context, and measured by execution.

Why We Exist.

Across Africa, natural resource governance is not constrained by a lack of frameworks or ambition. It is constrained by weak translation between policy intent and lived reality.

In sectors such as ASM, well-designed policies often fail at the point of implementation — where institutions, communities, markets, and power dynamics collide. AfriMali Insight exists to close this gap. We work where governance must move beyond paper, and where responsibility, funding, and complexity require a partner that can execute with credibility and care.

Our Role.

AfriMali Insight is built to serve as a trusted execution partner. We do not operate as an advocacy organization, nor as a generic consultancy. Instead, we work alongside institutions as a delivery-capable partner — supporting the design, execution, documentation, and learning of interventions in resource-rich environments.

Our role is to make policy work in practice, research useful in decision-making, and development investments accountable in real communities.

What we do.

Resource Governance & Policy Execution

We support the operationalization of natural resource governance frameworks in real-world contexts. Our work helps partners translate policy commitments into implementable programs, institutional arrangements, and accountable delivery. Particularly in ASM and resource-dependent communities.

Research, Evidence & Strategic Insight

We produce and apply research that informs policy design, investment decisions, and program execution. Our work spans applied research, policy analysis, and strategic insight that supports institutions working in resource governance and development economics.

Institutional & Community Delivery

We execute interventions on the ground, working with communities, operators, and institutions to deliver measurable outcomes. From program implementation to documentation and learning, we ensure delivery is context-aware, responsible, and accountable.

Founder & CEO

Evans Rubara

Evans Rubara is the Founder and Principal of AfriMali Insight, a research-led execution partner working in Africa’s natural resource economies.

His work sits at the intersection of natural resource governance, development policy, and on-the-ground implementation, with particular focus on artisanal and small-scale mining (ASM) and resource-linked development. Evans has contributed to policy research, institutional dialogue, and strategic engagements across Africa’s extractive sector, collaborating with research institutions, governance platforms, and development partners.

He holds an Executive Master in Development Policies from the Geneva Graduate Institute, a Master’s in Environmental Studies from York University, a Graduate Diploma in Refugee Studies, and a Bachelor’s degree in Theology.

Evans’ work combines applied research, policy analysis, and operational insight — supporting institutions to translate governance frameworks into accountable outcomes in complex resource environments.
